The player must reach the Intelligence center level 1 in the Hideout to access Fence tasks. To reach this level you must turn in a folder with intelligence and have Security and Vents at level 2. Construction of the Intelligence center takes 6 hours and once done, your Scav cooldown timer will reduce and Fence tasks will be unlocked.I wonder if the scav cooldown timer is broken. My scav karma is 9 (9.17) and since I reached 6 the timer doesn't seem to go down further. I have intel center 2 (because fuck dying to head/eyes on labs for the far forward items, unless there is another way to get them?) Right now it takes me 9 minutes and 30-odd seconds for the timer to reset.
