Kaigaku was probably only appointed UM6 because the spot was vacant and the demons needed more manpower for the war against demon slayers. I think kaigaku is stronger than the lower moons as a demon but he's definitely not as strong as the other upper moons (excluding nakime).We know for a fact that Muichiro could do it, because he did do it. He needed to be marked in order to manage it, but he still managed it. Zenitsu also soloed an Upper Moon, but Kaigaku was still getting used to his powers at the time, and he was overconfident because he thought of Zenitsu as a weakling.
